De conformidad con lo dispuesto en el artículo 1º de la Ley 7º de 1944, el "MEMORANDO DE ENTENDIMIENTO ENTRE EL GOBIERNO DE AUSTRALIA Y EL GOBIERNO DE COLOMBIA SOBRE COOPERACION EN EL CAMPO DE LA EDUCACION Y LA CAPACITACION" , suscrito el seis (6) de agosto de 2002, que por el artículo 1º de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
