Art. 18. El Consejo electoral se instalará en la capital del Departamento el 1º de marzo, y al efecto todos los nombramientos de sus miembros deberán hacerse y comunicarse con la anticipación necesaria. El Senado hará los nombramientos y dará aviso a la Cámara de Representantes y al Gobierno, para que éstos hagan sucesivamente los que les correspondan.
