Sin perjuicio de las funciones que actualmente le asigna la ley, el Servicio Nacional de Aprendizaje, SENA, adelantará programas de capacitación para el trabajo y de formación técnica y artesanal, así como campañas de extensión agrícola. Igualmente asumirá la financiación total o parcial de escuelas industriales o institutos técnicos industriales, colegios e institutos técnicos o escuelas vocacionales agrícolas y programas de sistematización y telemática.
