Art. 2.° La Renta se recaudará por el sistema de arrendamiento conforme á lo dispuesto por el Gobierno nacional en el Decreto número 1547, de 4 de Noviembre de 1893, con las formalidades y condiciones que se establecen en el presente Decreto, sin perjuicio de emplear el sistema de Administración por medio de patentes cuando no se lleve á efecto el de arrendamiento.
