º. Cuando las encomiendas postales estén dirigidas a un lugar diverso del de la Agencia Postal o Administración Principal, en donde debe hacerse la liquidación, según lo dispuesto en el artículo 1º.de este Decreto, el Jefe de la Sección correspondiente dará aviso al superior, para que se disponga la apertura del paquete. Si el interesado no tuviere quien lo represente, se hará constar éste hecho, y el Agente Postal o el Jefe de la Sección designará un empleado para que represente al destinatario, y se proceda al reconocimiento de la mercancía y a la liquidación de los derechos correspondientes. A esta diligencia puede asistir el comisionista o representante de la persona que haya hecho el pedido.
