Las sumas de que tratan los artículos anteriores serán incluídas en el Presupuesto de 1969, y en caso de no serlo, el Gobierno Nacional queda facultado para efectuar traslados, créditos y demás operaciones de orden fiscal indispensables para dar cumplimiento a esta Ley.
