Art. 4°. La edición que exista el 1° de Marzo de papel sellado y Timbre nacional, se habilitará adhiriendo una estampilla de la misma clase al seño de papel que se expenda; y á los documentos y diligencias que conforma á la Ley 110 de 1888, deban llevar estampillas, se les adherirán -un número doble del que la misma Ley señala.
