Para la facturación de los servicios públicos domiciliarios de acueducto, alcantarillado y aseo, y sin perjuicio de la estratificación socioeconómica que les haya sido asignada por el municipio o distrito, los inmuebles de uso residencial en donde se preste el servicio de hogares comunitarios de bienestar y hogares sustitutos, serán considerados como usuarios pertenecientes al estrato uno.
