Los Estatutos y Reglamentos de las empresas telefónicas a que esta Ley se refiere, serán acordados, en lo que no estuviere determinado por el artículo anterior, por las Asambleas Departamentales, si la empresa fuere de propiedad exclusiva del Departamento, o por la Asamblea General de Accionistas o por la Junta Directiva de la empresa, autorizada por la Asamblea Departamental, si se hubiere formado compañía.
