Art. 46. Una vez despachados los documentos por el Ajente consular, no podrá variarse el destino de los bultos fijado en ellos, sino en los casos siguientes :

1.° Cuando a la llegada de un buque estuviere trastornado el órden público en el puerto designado ;

2.° Cuando por cualquier otro incidente el importador quisiere variar de mercado.

Parágrafo

En el segundo caso, el Administrador de la Aduana a la cual se hubieren destinado en primer lugar algunas mercancías estranjeras, certificará que el importador destina para determinado otro puerto dichas mercancías, sin cuyo requisito no podrá variarse el destino primeramente fijado.
