Artículo primero . Los auxilios concedidos por el artículo 1° del Decreto 0118 de 16 de abril de 1958, "para la terminación del edificio del Hospital Departamental Universitario de Cali" y "para la planta eléctrica del Municipio de Chaparral (Tolima)", serán entregados a los respetivos Tesoreros, previa la celebración de contratos entre las entidades beneficiadas y la Empresa Colombiana de Petróleos, acerca de la forma como deben invertirse tales auxilios.
