Art 3°. El comercio con la Costa goajira solo se permite en butiques nacionales despachados por la Aduana de Riohacha, i se repotan como de contrabando i sujetos a las penas consiguientes tanto los efectos corno las embarcaciones que los conduzcan sin el despacho de que trata este artículo.

Parágrafo

Los buques que vayan a tornar sal en la Goajira, podrán ser o nó nacionales.
