La vigilancia fiscal del Fondo de Comunicaciones se ejercerá por la contraloría, General de la República, teniendo en cuenta su naturaleza y fines, por medio de la Auditoria general Especial ante el Ministerio de Comunicaciones. La Contraloría dictara el reglamento fiscal del Fondo de acuerdo con la naturaleza de las operaciones del mismo.
