El Gobierno podrá invertir en la construcción del trayecto del camino comprendido entre Ibagué y Calarcá, en la vía del Suroeste, las sumas necesarias hasta completar diez mil pesos ($ 10,000) en cinco meses, a fin de establecer dentro de este término la comunicación expedita entre los Departamentos del Pacifico y el interior de la República.
