Adiciónase el artículo 18 del mismo Decreto, en el sentido de que las sanciones en él señaladas serán aplicables de igual manera a los comisionistas, embarcadores, cargadores o cualquier persona o entidad que violare el turno en alguna forma, o no planillare la carga tan pronto como llegue al respectivo puerto.
