Transbordos. Cuando se establezca que se han efectuado transportes marítimos de cargas en violación a lo dispuesto en el artículo 165 del Decreto 2324 de 1984, por este sólo hecho se considerará que hubo incumplimiento a la reserva de carga y deberá imponerse al infractor las sanciones de que trata el artículo 83 del Decreto último citado.
