La suma a que se refiere el artículo anterior se dará en préstamo a la Cooperativa Tabacalera que se funde en desarrollo de la Ley 53 de 1941, ya directamente por el Gobierno, o al través del Fondo Cooperativo Nacional. También podrá hacerse el préstamo al Fondo Cooperativo Departamental de Santander del Sur para que esta entidad lo utilice en la financiación de la Cooperativa Tabacalera. Si el Departamento de Santander organizare una entidad en la cual se refunda el Fondo Cooperativo Departamental, el préstamo también pondrá hacerse por conducto de esa entidad.
