Autorizase al Poder Ejecutivo para reorganizar el Ministerio de Gobierno y para establecer en él los Departamentos que se consideren necesarios para el mejor funcionamiento de esa dependencia administrativa, y facúltasele igualmente para crear y suprimir empleos, fijar asignaciones y señalar las correspondientes funciones de todo el personal adscrito a dicho Ministerio.
