Autorizase al Gobierno para establecer una Escuela de Telegrafía en la capital de la Republica, en la cual, se den las enseñanzas de Aritmética comercial, Contabilidad, Lectura, Caligrafia, Geografía de Colombia, Castellano, Ortografía y Física, especialmente en cuanto ser relacione con la electricidad y su aplicación a la telegrafía.
