Art. 66. Se conservarán los Jefes, Cabos, Guardas, pilotos y remeros que sean necesarios para el servicio del Resguardo, el cual tiene por objeto la custodia de los efectos que constituyen la Hacienda nacional, y auxiliar á los encargados de su administración, á fin de impedir, perseguir y aprehender el contrabando á las rentas y contribuciones de la Nación.
