Art. 15. Tambien establecerá el poder Ejecutivo, luego que las circunstancias lo requieran, una pequeña flotilla de dos o tres embarcaciones, a órdenes inmediatas del comisario respectivo, para recorrer el Casanare i sus tributarios, i el Meta i sus tributarios, desde Cabuyaro hasta Buenavista, protejer el comercio que se hace a lo largo de estos ríos i entablar relaciones amistosas con las tribus no reducidas que frecuentan estos lugares.
