Para atender los gastos que demande el cumplimiento de la presente Ley, el Gobierno apropiará en el presupuesto de la próxima vigencia, o en algunos adicionales, las partidas necesarias y quedará autorizado, en todo caso, para abrir los créditos y hacer los traslados necesarios.
