Quien pretenda introducir carga en la cual se detecte la presencia de desechos peligrosos al territorio nacional o introduzca ilegalmente esta carga, deberá devolverla sin ninguna dilación y bajo su exclusiva responsabilidad, sin perjuicio de las sanciones penales a que haya lugar.
