ARTICULO 104 . CONDICIONES DE LA EVALUACION Y CALIFICACION. La evaluación y calificación deben ser objetivas, imparciales y fundadas en principios de equidad y no constituyen premio, ni sanción. Deberán tenerse en cuenta tanto las actuaciones concretas positivas como negativas del funcionario durante el lapso que abarca la evaluación y calificación.
