Para facilitar la administración financiera del Certificado de Incentivo Forestal entiéndase todos los efectos que las alusiones a la celebración de un contrato para el otorgamiento del Certificado de Incentivo Forestal (CIF), de que trata la Ley 139 de 1994, se referirán a un acto administrativo expedido por el Ministerio de Agricultura y Desarrollo Rural, o la entidad que este delegue.
