: Las concesiones de que trata esta ley no se podrán otorgar por el gobierno sino a bancos o sindicatos que por la cuantía de su capital y la respetabilidad de personal y organización, inspiren confianza suficiente para darles el derecho de emitir cédulas y demás beneficios determinados por esta ley.
