El Instituto Colombiano de la Juventud y el Deporte y las Juntas Administradoras Seccionales de Deportes facilitarán la infraestructura física y la implementación deportiva adecuada para los niños deportistas y dictarán las normas pedagógicas y técnicas para que se trate con dignidad al niño, respetando su integridad física, mental, moral y social y se le garantice el derecho a recrearse a través de la práctica deportiva.
