Los proveedores de bienes nacionales favorecidos con la adjudicación de contratos resultantes de licitaciones internacionales, abiertas por las entidades oficiales para adquirir bienes financiados en virtud de convenios suscritos con organismos gubernamentales de crédito de otros países o con instituciones financieras internacionales de carácter público, tendrán derecho al Certificado de Reembolso Tributario, CERT, en las condiciones y términos establecidos en el presente Decreto.
