Regulación especial para las personas menores de trece (13) años por fuera del servicio educativo . Las personas menores de trece (13) años que no han ingresado a la educación básica o habiéndolo hecho, dejaron de asistir por dos (2) años académicos consecutivos o más, deberán ser atendidos en los establecimientos educativos que ofrecen educación formal en ciclos regulares, mediante programas especiales de nivelación educativa, de acuerdo con lo establecido en el artículo 2.3.3.1.3.2. de este Decreto o las normas que lo modifiquen o sustituyan.
