Fijase en un año el plazo para el cambio de moneda, el cual no podrá prorrogarse sino en el caso de que el Gobierno hubiere carecido en absoluto de los medios para dar cumplimiento a las disposiciones de esta Ley. Al vencimiento del plazo o de la prórroga, si hubiere lugar a ella, quedara prohibida en absoluto la circulación de dicha moneda.
