Artículo cuarto. Para el control y la fiscalización de los Institutos Nacional de Higiene Samper-Martínez y estudios especiales Carlos Finlay, la Contraloría General de la República creará una Auditoria Fiscal, actualizando las normas de control fiscal para facilitar las actividades de esos Institutos, en conformidad con lo ordenado en el artículo 5° del Decreto 1914 de 1953.
