Artículo primero. Créase como dependencia del Ministerio de Trabajo, Higiene y Previsión Social del Servicio Médico de los Ministerios , el cual prestará atención médica, quirúrgica, odontológica, de laboratorio y de farmacia a todos los empleados de los Ministerios, incluyendo a los de la Imprenta Nacional y del Palacio Presidencial, con excepción de los del Ministerio de Guerra, la Policía Nacional y el ramo de Prisiones.
