La Junta podrá crear los empleos necesarios para la administración de las obras que se pongan al servicio y fijar sus funciones y asignaciones, y el Tesorero que designe, rendirá sus cuentas a la Contraloría General de la Republica, de acuerdo con las normas de esta entidad.
