La documentación a que se refiere el artículo anterior, deberá ser presentada a la Consejería Presidencial para las Comunicaciones por lo menos con veinte (20) días de anticipación a la fecha en que se pretende celebrar el contrato, la cual la evaluará teniendo en cuenta la necesidad de celebración del contrato y emitirá el concepto.
