El Gobernador acompañará a la solicitud de endeudamiento los siguientes documentos: Plan o programa de inversiones, en el cual se demuestre la conveniencia y utilidad de las obras que se van a financiar y su sujeción a los planes y programas departamentales, así como la disponibilidad de recursos para atender oportuna y suficientemente el servicio de la deuda.
