Art. 41. El Consejo de Estado procederá a preparar proyectos de Código o leyes relativas a los diversos ramos de legislación, amoldándose a la clasificación que se haga según el artículo anterior.

En dichos proyectos se comprenderán las disposiciones vigentes que convenga conservar, y las modificaciones que deben introducirse, con una exposición de los motivos principales en que se fundan.
