Con arreglo a las disposiciones legales, quienes estén interesados en adelantar proyectos de diseño y elaboración de material didáctico y otras exigencias semejantes requeridas y relacionadas con programas de Educación Abierta y a Distancia, podrán solicitar y obtener la financiación necesaria. Para tal efecto el Gobierno promoverá, en concurso con las autoridades monetarias, la gestión necesaria con el fin de ofrecer líneas de crédito a las instituciones que se ajusten a los programas de que trata este Decreto.
