Art. 9°. Los que pública o privadamente hayan aconsejado la guerra o concitado a ella o les hayan servido a los revolucionarios de postas o espías, o de cualquiera otro modo hayan procurado el triunfo de las armas rebeldes, quedan comprendidos en las disposiciones de este Decreto y deberán presentarse ante el Prefecto de la respectiva Provincia, dentro del término fijado, para los fines indicados en el artículo 5°. so pena de ser perseguidos y juzgados como allí se expresa.
