Oportunidad y presentación. De los recursos de reposición y apelación, deberá hacerse uso por escrito en el momento de la notificación del fallo o dentro de los tres (3) días siguientes a ella o a la desfijación del edicto, según el caso. Los recursos se presentarán ante el funcionario que profirió la decisión. Transcurrido el término sin que se hubieren interpuesto los recursos procedentes o resueltos éstos por el competente, las decisiones quedarán en firme.
