Art. 7.° La venta de papel sellado se hará en la capital de la República, por el Administrador general de Correos nacionales; en las capitales de los Estados y de los Territorios nacionales, por los Administradores principales de Hacienda nacional, y en los demás lugares en que haya estafeta nacional de Correos por los Administradores subalternos de Hacienda.
