Adicionar un artículo nuevo al Decreto-ley número 1421 de 1993, así:

Artículo nuevo. Los acaldes locales serán designados bajo criterios de meritocracia y paridad de género. En todo caso el 50% de quienes resulten designados, deberán ser mujeres. Sus reglas de funcionamiento serán establecidas mediante Decreto Distrital.
