Art 3° Los Concejos municipales de los expresados Distritos podrán destinar para usos comunes determinadas porciones de terrenos de los que por la presente ley se ceden. También pueden hacer sobre ellas los arreglos que estimen convenientes, sujetando los siempre a la aprobación del Congreso; pero el monto de estas porciones no podrá exceder de la décima parte del monto total de lo cedido.
