Desde la sancion de esta lei, queda autorizada la entrada libre al rio Magdalena de los buques que traigan a su bordo únicamente efectos destinados a alguna de las empresas del ferrocarril que están en curso de ejecución en el país; quedando completamente libres de derechos de Aduana i de los que se establecen por esta leí.
