Competencia exclusiva . La Dirección General Marítima y Portuaria, autorizará el empleo de muelles e instalaciones portuarias para servicio público o privado, sin perjuicio de los derechos económicos que correspondan a Colpuertos. Fuera de lo previsto en el presente Capítulo serán nulos los permisos que se concedan para construir o explotar dentro de las zonas bajo la jurisdicción de la Dirección General Marítima y Portuaria.
