Se entenderá que hay empate total en el proceso de calificación cuando dos o más ofertas presenten un margen de diferencia que será definido en los términos de referencia. En caso de empate, este será dirimido con la metodología que se fije en los términos de referencia. (Decreto 1359 de 1996, artículo 14)
