La entidad que abra el concurso a que se refiere el artículo 14 del presente Decreto, determinará previamente las calificaciones mínimas que deben tener los concursantes para poder presentarse. Quienes no se hayan registrado previamente, no podrán presentarse a concurso. Los concursos se harán siguiendo las reglamentaciones expedidas sobre el particular por las asociaciones gremiales que tengan el carácter legal de Cuerpos Consultivos del Gobierno.
