° Prohíbese expresamente a la Administración Intendencial la apertura de cartas de crédito, cuya finalidad sea efectuar pagos por anticipado o de cuyo texto se deduzca que el beneficiario puede utilizarla sin que haya suministrado los bienes de acuerdo con el contrato o solicitud de suministro, en relación con los cuales se abrió la carta de crédito.
