Artículo primero. Constituyese un Comité ad hoc para que, con base en tos recomendaciones de Comisión de Expertos de la Organización de Estados Americanos, adelante los estudios necesarios para la creación y organización de un establecimiento de crédito laboral ó la conversión con este carácter del actual Banco Popular, y presente sus conclusiones al Gobierno Nacional.
