Art. 3.° Los pagadores, al cubrir una orden por anticipación, imputarán el gasto al respectivo departamento i capítulo, o a la cuenta de "Anticipaciones", según sea el caso; pero ni uno ni otro quedan relevados de la responsabilidad anexa a todo pago que verifiquen, de acuerdo con lo dispuesto en los artículos 53 i 58 de la lei de 4 de julio, orgánica de la hacienda nacional, i el decreto ejecutivo de 31 de agosto citado.
