El artículo 4º de la Ley 66 de 1982 quedará así:

Artículo 4º. La Asamblea Departamental del Tolima podrá facultar a los concejos de los municipios que conforman el departamento, para que hagan obligatorio el uso de la estampilla, cuya emisión se autoriza por esta ley siempre con destino a la Universidad del Tolima."
